Asylum seekers' accommodation rules challenged by municipalities again

Several Social Democrat-led municipalities have raised new objections to the so-called EBO law, under which asylum seekers can arrange, and receive allowance for, independent housing while they wait for the Swedish Migration Agency to process their asylum applications.

They want to once again exempt whole municipalities from the law, not just areas within their "kommun".

That would mean asylum seekers would not be able to arrange accommodation and at the same time claim benefits, in the whole of Malmö, for example. This despite stricter rules being introduced to prevent this. 

Katrin Stjernfeldt Jammeh, mayor of Malmö, told Swedish Radio:

We maintain that Malmö ought to be exempt since it has been noted that the EBO law leads to crowded living conditions, which constitutes a form of social vulnerability."

Göran Dahlström in Katrineholm in south-eastern Sweden is a long-time critic of the EBO law and told Swedish Radio that he "has had enough", and as a result will not try to exempt any parts of the municipality. He said:

We won’t accept not being allowed to decide on this on our own and we refuse sit down and draw lines on the streets and say that certain areas of Katrineholm are good neigbourhoods and others are bad."

The aim of the exemptions from the law is to encourage refugees to settle away from those areas, and therefore try to encourage better integration.
