The School Inspectorate’s opportunities to close schools with major shortcomings should increase, according to the government which appoints an investigator.
Today, it is possible to close free schools but not municipal.

- We want all schools to be good schools. It is not reasonable for schools that have exhibited serious shortcomings for a long time to continue, but then we think it is important to be able to act more quickly against those schools that do not measure up, says Fredrik Christensson, educational policy spokesperson at Centerpartiet, to TT .

The investigation is part of the January agreement. The parties agree to give the School Inspectorate increased opportunities to close schools with major shortcomings, both independent and municipal.

Unclear how often

Today, the School Inspectorate cannot close down a municipal school. On the other hand, the authority can decide on so-called state measures for redress. So far, this has happened once, in January this year, when the School Inspectorate took over the lead at Storvretskolan in Botkyrka.

Closing independent schools has happened 26 times since 2010.

TT: How often can it be relevant to close a municipal school?

- It is a question that the investigator must look at. But we see that there are problems with schools, regardless of the principal, who do not deliver well enough, says Fredrik Christensson.

Today, bad schools are allowed to continue their business for too long, he believes.

- It has often gone very far in cases where it has happened that you have acted. Therefore, we want to look at the possibility of closing schools at an earlier stage. Then other tools are needed, and we look at that in other parts of the January agreement, for how to avoid even getting into that situation.

The municipality’s responsibility

There may be risks in allowing an opportunity to close down municipal schools. If a free school is closed, the municipality has a responsibility to take over the students.

TT: What happens if the municipal school, which may have several thousand students, is closed?

- Municipalities have a special responsibility for the students who are entitled to a school, it is a constitutionally protected right. Exactly what it will land in, the investigator himself must think about, says Fredrik Christensson.

Investigator Johan Lundmark, chief counsel at the Stockholm Administrative Court, will present his proposals on August 15 next year. The goal is for new legislation to be in place in January 2022.
